[미국 SMR 동향] US consortium calls for public-private SMR support

2016년 1월 SMR 개발자 및 예상수요자들로 구성된 SMR 컨소시엄 (“SMR Start consortium)에서 최근 정책보고서를 발행하였습니다. 동 보고서에서 미국에서 설계한 SMR의 상업화와 수출을 용이하게 하기 위해서는 민관협력 (Public-private partnership, PPP)을 모색해야 한다고 제언하였습니다.

통상 새로운 원자력 기술을 상업화하기 위해서는 인허가와 설계 완성을 위해 대규모 비용의 초기투입과 상당한 시간이 필요하지만 어떠한 계약적 화약이 없이 이러한 비용과 시간을 투자한다는 것은 관련 기업에는 큰 부담이 된다는 점을 지적하였습니다.

아울러 2017년에 종료 예정인 DoE의 Licensing Technical Support (LTS) 프로그램을 2025년 까지 연장하고 예산도 증액할 것을 요청하였습니다.

PPP는 세액공제, 장기전력판매계약 (PPA), 대출보증 등 방법의 조합을 통해 SMR 건설을 지원할 수 있을 것이라고 제언하였습니다.
